Homes England

Marton Estate is an 11 hectare Site situated in the Fylde-Blackpool periphery strategic location for development, which was identified in the Local Plan. The Site was allocated for mixed use development to fulfil growth objectives for the Borough. Outline planning permission had previously been granted on the Site for the development of 265 dwellings and 1.5 hectares of employment use, however development did not come forward and the permission expired before a Reserved Matters Application was submitted. Homes England subsequently acquired part of the site to help deliver much needed housing development in Fylde.

 

Delivery

Hive was commissioned by Homes England to provide a range of planning consultancy services to secure outline planning permission. There were a number of physical constraints associated with the Site including overhead powerlines, surface water flooding and areas of ecological value. Homes England’s systematic approach resulted in a very detailed pre-application process, engaging with Planning Officers and key stakeholders to resolve as many technical issues as possible prior to the submission of the planning application.

Hive devised and implemented a community consultation strategy to engage with the local community before the application was submitted. Hive followed local and national planning policy guidance on public consultation, as well as Homes England’s Community Engagement Strategy. Public consultation comprised a range of methods to ensure the local community had the opportunity to share their views on the development of the Site. Initially a meeting was held with the local parish council to discuss the constraints and opportunities on the Site and present the emerging illustrative masterplan.

Hive also liaised with Local Ward Councillors prior to the distribution of a public consultation leaflet. Following on from this initial engagement with key stakeholders, Hive created and distributed the public consultation leaflet to over 520 homes and businesses in the area surrounding the Site, inviting the local community to provide comments regarding the emerging illustrative proposals. A dedicated email address was set up and a number of comments and queries were received during the consultation period which were used to inform the masterplan where practicable.

Outcome

Following the consultation period, Hive liaised with the project team to ensure complex technical issues were adequately addressed. Hive prepared a Statement of Community Involvement and Planning Statement for submission. We reviewed technical documentation from the multi-disciplinary team and compiled all submission material for the target date set by the client.

During the post-submission stage, Hive worked positively with Local Planning Officers to resolve technical matters. Hive co-ordinated all responses to statutory consultee comments where required and led the negotiation of solutions, conditions and financial contributions to ensure that Outline Planning Permission could be secured. The project demonstrates Hive’s ability to work positively through a myriad of complex technical issues whilst seeking to maximise the viability of the Site and achieve high quality place making.

Instructed by Hive Homes to provide planning consultancy advice in respect of a residential scheme proposed on a previously developed site in the Green Belt. We initially led the pre-application discussions with Bury Council, who were also the landowner.

Hive are instructed as planning consultant on the project by Kellen Homes.

Acting for Redrow, Hive were instructed to lead the submission of a reserved matters application for 169 homes. This was the third phase of residential development at Yew Tree Farm and so it was important to ensure that consistency was achieved and we did this by working extremely closely with the design and technical teams at Redrow.
